WYSIWYG screen capture in a fullscreen game?

When I change screen resolution in a fullscreen game, and then
take a screenshot, the different screen captures always come out
in a per-pixel resolution. Items on the screen look much larger
when the resolution is smaller, and vice versa... But the screen
capture turns out larger when the screen resolution is larger, and
vice versa. Is there a screen capture utility that makes a
fullscreen image capture the way it really looks? I have tried a
few screen capture programs already, no luck yet.
